In an effort to preserve the expressive qualities of the matter and also the typological recognisability of the Town Hall as a major public institution, the design aims to create a generous entrance paraphrasing the spatial structure of terraces. An important attribute of the design includes a clear application of vegetation as an essential means to achieve friendly environment, affecting the microclimate and psychological well-being.
The building interior aims at the maximum possible impression of openness and transparency of the Town Hall. The organisation of the programme has been approached in a similar manner. The interior space is always based on a large public hall, surrounded by desks or offices for personal agenda.
The internal clear layout of the Town Hall allows the smooth operation of the café and the sky bar even after the closing hours.

What matters is the reflection of this solution inside the building. The generosity of the newly wheelchair accessible entrance corresponds to the first two floors housing the counters. It is the most open and interconnected space used for dealing with common official acts and procedures. The remaining floors have a closed character, contain the visiting rooms and offices for a more individual approach. At the same time, they offer a dignified public space in the form of a central hall, which may also serve different functions (e.g. the extension of the adjacent meeting room in the whole area of the hall). The basement quality is enhanced by creating a recessed outdoor atrium. The underground floor is also provided with a separate entrance, addressing the need for separating problematic cases. The main roof terrace is in line with the philosophy of the “Town Hall open to the public”, being designed as a freely accessible viewing area and used, among other things, for special events organised by the city district.
